Beginning July 1, 2025, home visiting programs in Missouri will shift …

In the 2025 legislative session, the Missouri General Assembly amended the language in the budget bills to restructure the Department of Elementary and Secondary Education’s (DESE’s) Office of Childhood (OOC) Home Visiting section, moving the funding for evidence-based home visiting to CTF. Pending Governor Mike Kehoe’s signature of House Bills 2 and 5, effective July 1, 2025, the following changes to the home visiting landscape in Missouri will occur:

The Children’s Trust Fund will begin managing the Missouri Parenting Partnership Program (MOPPP) and Maternal & Infant Early Childhood Home Visiting (MIECHV), previously overseen by the Department of Elementary and Secondary Education (DESE).

DESE will maintain oversight and management of the school-based Missouri Parents as Teachers Parent Education Program (MO-PAT). This program offers universal services to all families prenatally through when the child reaches kindergarten. These services are available in every local school district.

This transition is only possible because of the strong foundation that DESE has created for home visiting in Missouri. The Children’s Trust Fund is committed to working collaboratively in partnership with DESE to ensure that this transition is smooth, efficient and non-disruptive to Missouri’s programs and services.

What is home visiting?

Every family deserves support during a child’s early years. Home visiting programs offer voluntary, high-quality early childhood visits in the home and access to other resources free of charge to Missouri residents. These services support parents and caregivers in their journeys of raising strong, healthy families and kids who are safe and ready to learn.

Home visiting is also dedicated to maternal health and wellness. It can help with maternal physical and mental health and provide necessary resources and support to help families meet their immediate needs and reduce stress.
